Area Coroner - Preston & West Lancashire

Salary:  £81,772 (including 5.5% pension supplement)

Lancashire County Council is seeking to appoint a new Area Coroner initially for a term of 12 months and thereafter for a renewable term of 3 years to support the Senior Coroner.  Applications are invited from suitably qualified individuals.

The Area Coroner is based at the Coroners Court, 2 Faraday Court, Faraday Drive, Preston PR2 9NB and will also work at Courts in Lancaster, Fleetwood and Ormskirk.

The Appointment of an Area Coroner will be made on a full-time basis and in accordance with the needs of the service must be available at all times to undertake urgent matters which cannot wait until the next working day

This appointment will take effect on 1 August 2017 or as soon as practicably possible after this date and will be subject to the appointment and eligibility conditions within the Coroners and Justice Act 2009.  You will be a barrister or a solicitor of Fellow of the Institute of Legal Executives and satisfy the judicial appointment eligibility condition on a 5 year basis.  You will be under the age of 70 and have experience of working as an assistant coroner or area coroner.

Lancashire County Council is looking for an exceptional candidate with excellent proven leadership, organisation, management and efficiency skills, as well as experience of managing and embracing change.  In conjunction with the Senior Coroner you will work closely with the local authority to ensure value for money, performance and financial efficiencies. Collaborative working with the local authority, the police and other stakeholders is essential. You will be required to demonstrate knowledge and experience of coroner law and of basic medicine, have proven skills in conducting investigations and an understanding of court procedure.

As Area Coroner you will work closely with the Senior Coroner to provide judicial leadership to the coroner team as well as conducting your own coroner investigations and inquests.

You will have a sound knowledge of all aspects of the English legal system with particular regard to Coroner law and the laws of evidence, the administration of the legal system and Court procedures. Equally, you should have practical experience in the conduct of Court proceedings and will demonstrate the ability to handle highly sensitive or emotionally charged situations effectively. The Preston and West Lancashire Coroner area places great emphasis on time and cost efficiency and effective case and management skills. Accordingly you will have a proven track record in these areas.

Your exceptional communication and interpersonal skills are important. You must have the ability to readily explain legal and medical terms to non-specialists, and you must be competent in dealing with sensitive situations involving relatives, witnesses, the police and the media. You should be willing to prepare and hear the whole range of inquests from simple cases to those fully engaging Article 2 both with and without a jury. You will be able to work closely with our Senior Coroner, Dr James Adeley. You will recognise the importance of your continuous professional development (CPD) and that of all who work in the service.

The Area Coroner is an independent judicial office holder, who is appointed by the relevant authorities, but is not an employee of the County Council.
